That's like saying you can't metalbend because the metal is at the bottom of a shallow pond. The casing doesn't make the blood disappear from their body. Not really bloodbending seems to limit you to the puppet's own strength, if the person encases themself in metal, then well they cant be controled.Sure they're encased in metal but you can still bend the blood in their body.
